I don't know if it's the same for the EU as it is for the US, but Netflix holds the rights for BNA and to my knowledge very few if any of the anime Netflix has exclusive license for ends up getting a western physical release. Which is a shame because BNA and Little Witch Academia are two of my favorites that I want to own, but like you, importing the Japanese releases just isn't worth it. I've not dug too deeply into this so I'm not going to say I'm 100% correct, hopefully someone else comes and surprises us lol

It sounds like to me you should go ahead and watch the Original if thats what you're leaning towards. Then you can do Re:Cutey or Shin Cutey (sounds like order doesn't matter between them). I'd assume since Flash is an alternative version you could watch that and the movie after.

I've been to a handful of conventions held in the D.C. area over the last 8 or so years. I originally did a bunch of panels the first few times I went but quickly found that the quality was extremely hit or miss so now I only go to maybe one if it's really specific to an interest of mine. The AMV contests are enjoyable though, albeit a little long.
Otherwise I spend most of my time in the vendor hall or artist gallery, checking out the cosplayers, and occasionally play some of the arcade or touhou games in the gaming hall.
Really though I couldn't see myself going more than once or twice a year, and when I do go it's only for a single day and not the whole weekend. It's certainly fun and I enjoy it but after a while I run out of things I want to do or see. It does feel nice being surrounded by like minded people especially having grown up not having anyone to talk to anime with and effectively hiding my interest in it. It's just comforting in a way.

Big fan of the anime, haven't read the source material though so no clue whats expected to come. I personally thought season 3 was a bit slower paced than the first two seasons, or maybe it was just less Iruma focused, so hoping season 4 will be on par with the first two seasons in that regard.
As for when it'll come out I'm thinking Spring season 2024. Since each season has been roughly 6 seasons a part. 1st Fall 2019, 2nd Spring 2021, 3rd Fall 2022, thus Spring 2024 hopefully.

Kind of hard to say, theres probably not a general reason as it's different for each remake. It could be trying to bring modern popularity into an older franchise like what happened with JoJo, completing the source material like with Fruits Basket, or even taking things in different artistic directions like in the various Ghost in the Shell adaptations.
I'll check them out because they are familiar properties that I enjoyed and it's been over a decade since I've watched either franchise. So it will be a nice refresher. And it might surprise me with some high quality in the way that the Fruits Basket remake did.
At the end of the day just watch what you want though. If you don't watch it chances are you'll hear from others if theres differences or a reason to check it out.

If you liked Cyberpunk 2077, you might also like Psycho-Pass. It depicts a sci-fi future where they attempt to prevent crime by measuring peoples mental state to varying degrees of success. It's widely considered a great show and a quintessential Sci-Fi Anime.
