Das Auf- und Abhängen der Plakate wird oft mit von den kommunalen/städtischen Parteigruppen organisiert und umgesetzt. Selten werden dafür auch Unternehmen beauftragt wenn man keine motivierten Wahlhelfer hat. Wahrscheinlich kümmern sich dementsprechend einfach gewisse Individuen nicht das Abhängen zu organisieren. Eine gezielte politische Agenda dahinter ist unwahrscheinlich. (Aber eine schlechte Wahl führt natürlich auch zur demotivation der Ortsgruppen...)
